Budget Issues: Budget Scorekeeping for Acquisition of Federal Buildings

This testimony focuses on H.R. 2680, which would change the current
budget scorekeeping rules for the acquisition of federal buildings. GAO
discusses (1) the conceptual basis for the existing scorekeeping rules
and (2) options for changing the way that the government finances the
acquisition of public buildings.
