Semiannual Agenda of Regulations

AGENCY: Commission on Civil Rights.

ACTION: Semiannual regulatory agenda.

SUMMARY: This agenda announces the regulations the U.S. Commission on 
Civil Rights will have under development during the six-month period 
following publication of the agenda. The purpose for publishing this 
agenda is to give notice of any regulatory activity by the Commission 
in order to allow the public an opportunity to participate in the 
rulemaking process. Therefore, this agenda announces the revisions that 
will update Commission regulations, specifically 45 CFR 701, 702, 703, 
and 706.

SUPPLEMENTARY INFORMATION: In accordance with Executive Order 12866, 
``Regulatory Planning and Review,'' and the Regulatory Flexibility Act 
(5 U.S.C. 605), executive agencies are required to publish a semiannual 
regulatory agenda in the Federal Register.

     The regulations being considered by the Commission are not 
``significant'' rules within the meaning of Executive Order 12866, 
and no regulatory impact analysis is required. The Commission has 
determined that the regulations under consideration will not impose 
compliance costs or reporting burdens on the public, nor will the 
regulations have a significant economic impact on a substantial 
number of small entities. Accordingly, no regulatory analysis is 
required.

Abstract: The regulation updates and revises most of the Commission's 
current regulations, specifically 45 CFR 701, 702, 703, and 706. 45 CFR 
701 identifies the organization and functions of the Commission. 45 CFR 
702 specifies the rules on hearings, reports, and meetings of the 
Commission. 45 CFR 703 identifies the operation and functions of State 
Advisory Committees. 45 CFR 706 identifies the ethical, and other 
conduct and responsibilities of employees.
