Abstract: The National Aeronautics and Space Administration (NASA) is
issuing its final rule to implement the ``Federal Policy on Research
Misconduct,'' issued by the Office of Science and Technology Policy in
the Federal Register (FR) on December 6, 2000 (65 FR 76260). This rule
sets out the definition of research misconduct, the procedures for
investigating allegations of research misconduct and recommending
findings, and the procedure for adjudicating and appealing such
findings. Findings of research misconduct must be accompanied by
recommendations for administrative action by NASA in order to
discourage such behavior and ensure the integrity of research funded by
NASA.

Abstract: This final rule amends the NASA Grant and Cooperative
[[Page 38351]]
Agreement Handbook (Handbook) by requiring applicants for grants and
cooperative agreements to (1) include their Dunn and Bradstreet, Data
Universal Numbering System (DUNS) number in their proposal submissions
and (2) requiring registration in the Central Contractor Registration
(CCR)) database prior to submitting a proposal instead of before award.
This change is required to prepare for NASA integration with the
interagency portal for grant application submission at http://
www.grants.gov.

Abstract: This final rule amends the National Aeronautics and Space
Administration (NASA) regulations for the protection of human subjects
by changing all references to the Office for Protection from Research
Risks (OPRR) to the Office of Human Research Protections (OHRP) and
revising the footnote at the end of 45 CFR 46.101(i) by deleting the
references to research involving fetuses, pregnant women, or human in
vitro fertilization and subpart B of 45 CFR part 46. This technical
amendment is being made in conjunction with the other Federal
departments and agencies that have promulgated the Federal Policy for
the Protection of Human Subjects.

Abstract: The final rules revises the NASA FAR Supplement (NFS) by
removing the NASA specific clause regarding Central Contractor
Registration (CCR) from the list of clauses authorized for use in
acquisitions of commercial items. The NASA CCR clause was removed from
the NFS in a final rule published in the Federal Register on February
3, 2004 (68 FR 5087), however the rule failed to remove the clause from
part 1812. This change corrects this omission.
