SUMMARY: The National Science Foundation is publishing its fall 2006
regulatory agenda pursuant to section 4(c) Executive Order 12866
``Regulatory Planning and Review,'' signed September 30, 1993 (58 FR
51735); the Regulatory Flexibility Act (5 U.S.C. 601 to 612); and the
Office of Management and Budget Memorandum for Regulatory Policy
Officers and Executive Departments and Agencies and Managing and
Executive Directors of Certain Agencies and Commissions.

Abstract: The National Science Foundation will be deleting subpart F
(``Agency Reports'') of 45 CFR part 604, which requires the Director to
submit a semiannual compilation on lobbying disclosures to Congress.
This subpart also requires the Inspector General to perform annual
evaluations of NSF's compliance with the requirements related to
lobbying activity by its employees and submit these evaluations to
Congress. The statute mandating the filing of these reports has been
repealed, so subpart F no longer has any force or effect.
