ACTION: Semiannual regulatory agenda.

SUMMARY: In accordance with guidance issued by the Office of Management
and Budget (OMB), the Federal Energy Regulatory Commission voluntarily
submits information about rulemakings under development. Of the 37
rulemakings listed, 28 are current or projected rulemakings, and 9 are
completed actions.
DATES: The dates provided represent goals, not commitments, and may be
revised due to shifts in workload, changes in priorities, or extensive
public comments. See the various dates listed for each specific
rulemaking.

For this edition of the Federal Energy Regulatory Commission's
regulatory agenda, the most important significant regulatory
actions and a Statement of Regulatory Priorities are included in
The Regulatory Plan, which appears in both the online Unified
Agenda and in part II of the Federal Register that includes the
Unified Agenda.
In addition, as stated in last fall 2007 edition, the Internet
is the basic means for disseminating the Unified Agenda. The
complete Unified Agenda will be available online at
www.reginfo.gov, in a format that offers users a greatly enhanced
ability to obtain information from the Agenda database.

378. MANDATORY RELIABILITY STANDARDS FOR THE BULK-POWER SYSTEM
Legal Authority: 16 USC 824o
Abstract: The Commission approved 83 of 107 proposed Reliability
Standards, 6 of 8 proposed regional differences and the Glossary of
Terms used in Reliability Standards filed by the North American
Electric Reliability Corporation as the Electric Reliability
Organization (ERO) as mandatory and enforceable standards and required
the ERO to make significant improvements to 56 of the 83 Reliability
Standards. The Commission also provided that the remaining 24
Reliability Standards will remain pending at the Commission until
further information is provided. The Commission also added new
regulations that require that each Reliability Standard identify the
subset of users, owners and operators to which the Reliability Standard
applies and that each Reliability Standard approved by the Commission
must be posted on the ERO's Web site. (Docket No. RM06-16-000)
