Mr. MICHEL moved to commit the resolution to a select committee comprised of the Majority Leader and the Minority Leader with instructions to report back the same to the House forthwith with only the following amendments: (1) Strike paragraphs (9), (13), and (14) (relating to allowing the Resident Commissioner from Puerto Rico and the Delegates from the District of Columbia, Guam, the Virgin Islands and American Samoa, to vote in and preside over the Committee of the Whole), and redesignate other paragraphs accordingly; and (2) At the end of the resolution, add the following new paragraph: (18) In rule X, clause 6(c) is amended by inserting after the first sentence following: ``The terms of the chairman and ranking minority member of each standing committee shall not exceed three consecutive Congresses, beginning with the One Hundred Third Congress.''.
