RECOMMENDATION OF THE MAGISTRATE JUDGE: it is the RECOMMENDATION of the Magistrate Judge that: 1) Plf's 1983 claims against Dfts Adams, Emery, and the City of Ozark Police Department be DISMISSED with prejudice under 28 USC 1915(e)(2)(B)(i) & (iii); 2) Plf's 1983 conspiracy claim against the named dfts be DISMISSED with prejudice under 28 USC 1915(e)(2)(B)(i); 3) Dfts Adams, Emery, and the City of Ozark Police Department be DISMISSED as parties to this action; 4) This case be referred to the undersigned for further proceedings; Objections to R&R due by 3/13/2017.
