RECOMMENDATION OF THE MAGISTRATE JUDGE: Pursuant to the order entered on 5/23/2016, the court now treats the defendants' report as a Motion for Summary Judgment and concludes that summary judgment is due to be granted in favor of the defendants. It is the RECOMMENDATION of the Magistrate Judge that: 1. The defendants' motion for summary judgment be GRANTED. 2. Judgment be GRANTED in favor of the defendants. 3.
