JUDGMENT, in accordance with the memorandum opinion, it is the ORDER, JUDGMENT and DECREE of the court: (1) that the 2 motion to Proceed in forma pauperis is granted to the extent that plf 's complaint shall be filed without the prepayment of fees; and (2) that plf's complaint is dismissed without prejudice pursuant to 28 USC 1915(e)(2)(B)(i)-(iii); further ORDERING that the 3 MOTION to use the appendix system is denied as moot; further ORDERING that costs are taxed against plf Coggins, for which execution may issue; directing the clerk to enter this document on the civil docket as a final judgment pursuant to Rule 58 FRCP.
