RECOMMENDATION OF THE MAGISTRATE JUDGE that: 1. Plaintiff's claims against the City of Roanoke, Alabama, and the Roanoke Police Department be DISMISSED with prejudice prior to service of process pursuant to the provisions of 28 U.S.C. ยง 1915(e)(2)(B)(i-ii); 2. The City of Roanoke, Alabama, and the Roanoke Police Department be DISMISSED as defendants to this complaint; and 3. This case with respect to the remaining defendant be referred back to the undersigned for additional proceedings. Objections to R&R due by 8/5/2016.
