MEMORANDUM OPINION GRANTING re 79 Motion to reduce sentence pursuant to 18 USC 3582 as to Reginald Terrence Gallagher; dft's request for appt of counsel should be denied; the court finds the concurrent sentences in cnt 1-5 should be reduced to a term of time served; the 60 mos SRT begins immediately upon movant's release from custody; movant's release from custody is stayed for a period of (10) days from the date of the order so the BOP can satisfy its statutory and regulatory requirements.
