ORDER - The Court rejects "Jones's argument that his ineffective assistance ofcounsel claims are unexhausted and therefore procedurally defaulted, and that deficient performance by his counsel during his post-conviction relief case in state court excuses the default." (Doc. 240-2.) Having considered Jones's claims under Martinez and Dickens, this Court has not changed its conclusion that Claims 20(O), (P), and (T) be dismissed with prejudice.
