ORDER - IT IS HEREBY ORDERED that Pla's 3 Motion/Application to Proceed In Forma Pauperis is granted. Pla must pay the $350.00 filing fee and no initial partial filing fee is assessed. Pla's Bivens claims against Dft John Doe and CCA and his ATS and FTCA claims against all Dfts are dismissed. Pla must file a written response to this Order to show cause why his Bivens claims against Dft Sabal and his state tort law claims against all of the Dfts should not be dismissed for failure to state a claim as time-barred no later than 11/10/07. If Pla fails to timely respond to this Order, the Clerk of Court must, without further notice, enter a judgment of dismissal of this action with prejudice.
