ORDER - Petitioner's July 11, 2013 Motion for Extension of Time (Doc. 1) is denied. The Clerk of Court must file the Petition for Writ of Habeas Corpus and Memorandum in Support of Petition for Writ of Habeas Corpus with the filing date of August 12, 2013. Petitioner's Application to Proceed In Forma Pauperis (Doc. 3) is granted. The Petition is dismissed with leave to amend; Petitioner has 30 days from the date this Order is signed to file an amended petition on a court-approved form. The Clerk of Court must enter a judgment of dismissal of this action without prejudice, without further notice to Petitioner, if Petitioner fails to file an amended petition within 30 days from the date this Order is signed. FURTHER ORDERED that pursuant to Rule 11(a) of the Rules Governing Section 2254 Cases, a Certificate of Appealability and leave to proceed in forma pauperis on appeal are denied because dismissal of the Petition is justified by a plain procedural bar and jurists of reason would not find the procedural ruling debatable.
