ORDER that the Court's May 15, 2015 Order (Doc. 19) is withdrawn and the Respondents' Motion for Extension of Time (Doc. 21) is DENIED as moot. REPORT AND RECOMMENDATION recommending that 1 Petitioner's Petition for Writ of Habeas Corpus (State/2254) be denied. IT IS FURTHER RECOMMENDED that a certificate of appealability and leave to proceed in forma pauperis on appeal be denied because dismissal of the Petition is justified by a plain procedural bar and reasonable jurists would not find the ruling debatable.
