REPORT AND RECOMMENDATION: The Magistrate Judge RECOMMENDS that the District Court GRANT Plaintiff's Application to Proceed In Forma Pauperis (Doc. 2) without prepayment of costs or fees or the necessity of giving security therefore. The Magistrate Judge FURTHER RECOMMENDS that the DISTRICT COURT DISMISS the following Defendants from this action without prejudice: Walkup, Kozachik, Miranda, Rankin, Riojas, Villasenor, Couch, City of Tucson, and Does 1-100. Any party may serve and file written objections within 14 days after being served with a copy of this Report and Recommendation. A party may respond to another party's objections within 14 days after being served with a copy thereof. No reply to any response shall be filed (see attached PDF for more information).
