REPORT AND RECOMMENDATION: The Magistrate Judge recommends dismissing 10 Petitioner's Amended Petition for Writ of Habeas Corpus (Fed/2241), dismissing 26 Petitioner's Motion Seeking Gratuities, dismissing 28 Petitioner's Motion for Compliance Regarding Gratuities, and denying 30 Respondent's Motion to Dismiss Petition. Any party may serve and file written objections within fourteen (14) days after being served with a copy of this Report and Recommendation. A party may respond to another party's objections within fourteen (14) days after being served with a copy. No replies shall be filed unless leave is granted from the District Court.
