PER CURIAM JUDGMENT [1726860] filed (without memorandum) ORDERED that the request for appointment of counsel be denied. In civil cases, appellants are not entitled to appointment of counsel when they have not demonstrated sufficient likelihood of success on the merits. It is FURTHER ORDERED AND ADJUDGED that the district court’s order filed March 22, 2017 be affirmed. It is FURTHER ORDERED that the motion for declaratory judgment and requests for attorney’s fees, monetary damages, and injunctive relief be dismissed as moot.
