TEMPORARY RESTRAINING ORDER signed by Senior Judge William B. Shubb on 2/16/2016: This Temporary Restraining Order is issued on 2/16/2016 at 10:00 a.m. and, pursuant to Rule 65(b)(2), must expire at 10:00 a.m. on 3/1/2016.
