ORDER AND FINDINGS and RECOMMENDATIONS recommending that any challenge to proceedings or orders to remove petitioner from this country be dismissed for lack of jurisdiction. ORDERING that Petitioner's application for leave to proceed in forma pauperis is granted 2.
