Counterclaimants are entitled to administrative penalties from counterdefendants in the sum of $40,000 in full settlement of counterclaims; however, counterclaimants are not entitled to attorneys fees and costs in this regard. The court retains jurisdiction of this matter for purpose of construction, modifcation and enforcement of the judgment, and to award reasonable attorneys fee to plaintiff as set forth in the settlement agreement.
