As to fifth cause of action, the Motion is GRANTED to extent it seeks dismissal of plaintiff's substantive due process claim and DENIED to extent it seeks dismissal of plaintiff's procedural due process claim. Plaintiff's substantive due process claim is DISMISSED without prejudice. Motion is DENIED to extent that it requests Court decline supplemental jurisdiction over IIED claim against defendant Young. No later than 20 days following date this Order is electronically filed, plaintiff may, but is not required to, file an Amended Complaint.
