RULING (see attached) granting in part 12 Plaintiff's Motion to Amend or Correct Initial Review Order. Plaintiff's motion is granted to the extent that the Court acknowledges the newly presented fact that his 1 Complaint was mailed to the Court via the United States Postal Service rather than filed electronically by NCI. That fact is now incorporated into the Initial Review Order by reference in this Ruling. However, the Court declines to issue a revised or amended 11 Initial Review Order in light of the lack of any substantive impact that fact has upon the Court's legal conclusions in said Order.
