REPORT AND RECOMMENDATION - Accordingly, for the foregoing reasons, we will GRANT Medleys motion for leave to proceed in forma pauperis, (Doc. 2), but IT IS RECOMMENDED, that this Court should transfer this petition to the District of Columbia Superior Court pursuant to 28 U.S.C. ยง 1404, so that court may address Medleys claims.
