OPINION AND ORDER granting in part and denying in part 12 Defendants' Partial Motion to Dismiss. The District of Columbia Department of Employment Services and Muriel Bowser shall be dismissed as defendants. Counts 3 and 4 shall be dismissed as duplicative, Counts 6 and 7 shall be dismissed for failure to state a claim, and the evaluations claims in Counts 1 and 2 shall be dismissed for failure to exhaust administrative remedies.
