Plaintiff will be allowed to proceed against Dart only to the extent that plaintiff's Monell claim is based on Dart's alleged treatment of HSR forms. Plaintiff's Monellclaims against Dart based on the grievance process, scheduling of appointments, and transportation to appointments are dismissed without prejudice.
