Entry Granting Leave to Proceed In Forma Pauperis and Dismissing Complaint: The plaintiff's motion to proceed in forma pauperis [dkt. 2] is granted. The plaintiff is assessed an initial partial filing fee of Twelve Dollars and Seventy-Eight Cents ($12.78). He shall have through March 9, 2016, in which to pay this sum to the clerk of the district court. For the reasons stated, the plaintiff's complaint must be dismissed.
