ORDER granting Defendant's 60 Motion to Dismiss Plaintiff's Second Amended Complaint and Directing Entry of Final Judgment. The Amended Complaint is dismissed for failure to state a claim upon which relief could be granted. Jackson has been given ample opportunity to explain his claim. He was given the opportunity to amend and to supplement the amended complaint. Under these circumstances, dismissal of his federal claims with prejudice and without anopportunity to amend is warranted. (Copy to Defendant via U.S. Mail) Signed by Judge William T. Lawrence on 10/18/2017. (JDC)
