Entry Granting In Forma Pauperis Motion, Dismissing Complaint, and Directing Plaintiff to Show Cause - The plaintiff's motion to proceed in forma pauperis [dkt. 2] is granted to the extent that he shall be permitted to pay the $350.00 filing fee in seven (7) monthly installments of $50.00. The first $50.00 payment shall be made to the Clerk of the Court not later than December 8, 2016. Failure to make these payments as directed may subject the action to dismissal for failing to prosecute the action by paying the filing fee. The complaint as presented is dismissed for lack of jurisdiction. Any claim based on Title 18 is dismissed for failure to state a claim upon which relief can be granted. The plaintiff shall have through December 8, 2016, in which to show cause why this action should not be dismissed for lack of jurisdiction and failure to state a claim upon which relief can be granted.
