ENTRY Dismissing Petition for Writ of Habeas Corpus and Directing Entry of Final Judgment - For these reasons, the petition is DISMISSED WITHOUT PREJUDICE pursuant to Rule 4 of the Rules Governing Section 2254 Cases.
