Petitioner's motion 4 to place on expedited calendar and motion 5 to appoint counsel are denied without prejudice. Petitioner's motion 3 for leave to proceed in forma pauperis is denied. Petitioner is granted thirty (30) days in which to submit the filing fee of $5.00 to the court. If petitioner fails to pay the filing fee within that time, this action may be dismissed without further action. Within that same thirty (30) days, petitioner must supplement his petition with additional facts to state a claim of a federal constitutional violation and to show full exhaustion.
