MEMORANDUM AND ORDER sustaining in part 143 Motion for Summary Judgment. The Court grants summary judgment in favor of the City of Wichita on plaintiffs' claims under 42 U.S.C. § 1983 for failure to train and unconstitutional policy in violation of the Fourth and Fourteenth Amendments. In addition, the Court finds that Elizabeth Martin and Bryan C. Knowles are entitled to qualified immunity on plaintiffs' claims under 42 U.S.C. § 1983 for excessive force in violation of the Fourth and Fourteenth Amendments. Further, the Court declines to exercise supplemental jurisdiction over plaintiffs' state law claims and therefore dismisses the state law claims for lack of subject matter jurisdiction.
