MEMORANDUM OPINION & ORDER: (1) Initial pleading 2 construed as a civil complaint pursuant to 28:1331 and will be dismissed for failure to state a claim upon which court may grant relief and for vexatiousness; (2) Jonathan Lee Riches is ENJOINED from filing any future civil actions in USDC ED/KY unless he submits a Complaint accompanied by all of the following: (a) filing fee or allegation he is under imminent danger of serious physical injury; (b) statement as to his basis for jurisdiction and venue being in ED/KY; (c) evidence that Riches has obtained permission of the Court for the filing; and (d) copy of this Memorandum Opinion & Order.
