MEMORANDUM OPINION & ORDER: Plaintiff John Doe's motion for a permanent injunction 27 is GRANTED. The Commonwealth is permanently enjoined from enforcing KRS ยงยง 17.546 and 17.510(10), (13) in light of the unconstitutional restrictions those statutes place on the First Amendment rights of sex offenders.
