MEMORANDUM OPINION & ORDER: (1) To extent that Plaintiff Bell's Complaint may be construed as asserting a tort claim against USA under the FTCA, for violations of his constitutional rights, such claim is DISMISSED, without prejudice, for lack of subject matter jurisdiction at this time. (2) w/in 30 days, Bell is directed to provide the Court with all documentation relating to his Bivens claims verifying that he has exhausted his administrative remedies. (3) Bell must advise the Clerk's Office of any change in his current mailing address. Failure to do so may result in dismissal of this case.
