MEMORANDUM OPINION AND ORDER: 1. Francisco Quintana, Warden of the Federal Medical Center in Lexington, Kentucky, is SUBSTITUTED as the respondent in this proceeding. 2. Petitioner Gunabalan's petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2241 1 is DENIED. 3. Gunabalan's Motion for Sectional Nonviolent Relief Act of 2017 2 is DENIED. 4.
