REPORT AND RECOMMENDATIONS. It is RECOMMENDED that the defendants' 21 MOTION for Summary Judgment be GRANTED and that plaintiff's claims against James LeBlanc, W.S. "Sandy" McCain, Keith Bickham, Mike Todd, Augustine Braithwaite, and Lisa Ard be dismissed without prejudice, but with prejudice for the purpose of proceeding in forma pauperis pursuant to 28 U.S.C. 1915. It is FURTHER RECOMMENDED that plaintiff's claims against the Louisiana Department of Corrections and "FNU Travis" also be dismissed without prejudice, but with prejudice for the purpose of proceeding in forma pauperis pursuant to 28 U.S.C. 1915.
