REPORT AND RECOMMENDATIONS re 4 Complaint, filed by Nathan J. Webster. RECOMMENDED that plaintiff's false arrest claims against all defendants be DISMISSED WITH PREJUDICE. FURTHER RECOMMENDED that all remaining claims against the Louisiana Department of Public Safety and Corrections be DISMISSED WITH PREJUDICE. FURTHER RECOMMENDED that all remaining official-capacity claims against James LeBlanc, Robert C. Tanner, Mike Todd, and Darryl Mizell for monetary damages also be DISMISSED WITH PREJUDICE. RECOMMENDED that all remaining individual-capacity claims against Walter P. Reed and Lewis V. Murray for monetary damages also be DISMISSED WITH PREJUDICE. FURTHER RECOMMENDED that any remaining claims against any remaining defendants be DISMISSED WITH PREJUDICE to their being asserted again until the Heck conditions are met.
