Magistrate Judge Marianne B. Bowler: PROCEDURAL ORDER entered. Within 21 days of this Procedural Order, plaintiff either shall (1) pay the $50.00 administrative fee; or (2) file an application to proceed in forma pauperis accompanied by a certified prison account statement.
