Judge Allison D. Burroughs: MEMORANDUM AND ORDER entered. Defendants Motion for Summary Judgment ECF No. 44 is GRANTED in part and DENIED in part, and Plaintiffs Cross-Motion for Summary Judgment ECF No. 50 is GRANTED in part and DENIED in part. Plaintiffs are entitled to summary judgment as to the documents withheld pursuant to Exemption 7, and Defendant shall produce those documents. The motions for summary judgment as to the documents withheld under the Exemption 5 deliberative process privilege are denied without prejudice and with leave to renew. Defendant is entitled to summary judgment as to the documents withheld pursuant to the Exemption 5 attorney work product privilege.
