Judge Allison D. Burroughs: ORDER entered granting 2 Motion for Leave to Proceed in forma pauperis; denying 3 Motion temporary restraining order and preliminary injunction to the extent that the plaintiff seeks a temporary restraining order. The motion shall remain pending as a motion for a preliminary injunction and plaintiff shall serve it with the complaint and summonses. The Clerk shall issue summonses as to both defendants. The plaintiff is responsible for serving the summonses, complaint, motion for a preliminary injunction, and this order on the defendants in compliance with Rule 4 of the Federal Rules of Civil Procedure and Local Rule 4.1. Service must be completed within 90 days of the date of this Order.
