MEMORANDUM OPINION AND ORDER 1) adopting in part Report and Recommendations re 42 Report and Recommendation; 2) granting defendant Minnesota Department of Corrections' 23 Motion to Dismiss; 3) granting in part and denying in part Dakota County Defendants' 15 Motion to Dismiss.
