IT IS FURTHER ORDERED that attorney Rebecca A. Reed, is appointed to represent movant in this matter, in accordance with Rule 8(c) of the Rules Governing Section 2255Proceedings. The Clerk of Court shall provide movant's appointed counsel with a complete copy of the court file at no cost.
