MEMORANDUM AND ORDER IT IS HEREBY ORDERED that Ivan Excel Masons motion under 28 U.S.C. ยง 2255 is DENIED. [Doc. 1] IT IS FURTHER ORDERED that movant has not made a substantial showing of the denial of a constitutional right such that reasonable jurists would find the Courts assessment of the constitutional claims debatable, or that reasonable jurists would find it debatable whether the Court was correct in its procedural rulings, and therefore this Court will not issue a certificate of appealability on those claims. See Miller-El v. Cockrell, 537 U.S. 322, 338 (2003); Slack v.McDaniel, 529 U.S. 473, 484-85 (2000).
