MEMORANDUM AND ORDER. (See Full Order.) IT IS HEREBY ORDERED that Movant Mark David Althage's motion to vacate, set aside, or correct sentence under 28 U.S.C. ยง 2255 [#1] is denied. IT IS FURTHER ORDERED that this court will not issue a certificate of appealability because Althage has not made a substantial showing of a denial of any constitutional right. IT IS FURTHER ORDERED that movant's motion for appointment of counsel, his motion to supplement, and his request for Rule 201 hearing [##10, 11] are denied.
