MEMORANDUM AND ORDER IT IS HEREBY ORDERED that Petitioner Hagi Scotts Motion Under 28 U.S.C. ยง 2255 to Vacate, Set Aside, or Correct Sentence by a Person in Federal Custody (ECF No. 1) is DENIED, and that his claim is DISMISSED with prejudice. An Order of Dismissal will accompany this Memorandum and Order.IT IS FURTHER ORDERED that Petitioners Motions for Leave to Amend his Petition (ECF Nos. 8, 9) are DENIED. IT IS FURTHER ORDERED that Petitioners Motion to Appoint Counsel (ECF No. 7) is DENIED. IT IS FURTHER ORDERED that because Petitioner cannot make a substantial showing of the denial of a constitutional right, the Court will not issue a certificate of appealability. See Cox v.
