MEMORANDUM AND ORDER -....IT IS HEREBY ORDERED that petitioner's motion to proceed in forma pauperis is GRANTED. [Doc. 3] IT IS FURTHER ORDERED that the Clerk shall not issue process or cause process to issue upon the complaint because this Court lacks jurisdiction over this matter and the complaint either fails to state a claim upon which relief shall be granted, or is legally frivolous, or both. IT IS FURTHER ORDERED that all pending motions are DENIED as moot.
