MEMORANDUM AND ORDER - That 9, the petitioner's Motion for Bail, is denied. That a Certificate of Appealability is denied. That leave to proceed in forma pauperis on appeal is denied. That 15, the petitioner's Motion in Arrest of Judgment, is denied. That Fed. R. App. P. 24(a)(5) provides the petitioner 30 days after service of this Memorandum and Order to file a motion with the Eighth Circuit Court of Appeals for leave to proceed IFP on appeal; and, pursuant to Fed. R. App. P. 22(b), the petitioner may also file a motion in the Court of Appeals for a Certificate of Appealability. That the Clerk of Court shall provide a copy of this Memorandum and Order to the parties and the Eighth Circuit Court of Appeals, and the Clerk shall process the appeal to the Eighth Circuit.
