MEMORANDUM AND ORDER granting 3 Motion for Leave to Proceed in forma pauperis. The Clerk of Court shall send a copy of this order together with three summons forms and three USM-285 forms to the plaintiff's attorney. If the plaintiff or his attorney decides to have the U.S. Marshal serve thedefendant, the plaintiff or his attorney shall, as soon as possible, complete the forms and return the completed forms to the Clerk of Court. Service of process is no later than 120 days after the filing of a civil complaint. The Marshal shall serve the United States, without payment of costs orfees. The defendant shall answer or otherwise respond to the complaint andfile the administrative record within the 60-day period prescribed by Fed. R. Civ. P. 12(a)(3). Signed by Judge Joseph F.
