MEMORANDUM OPINION & ORDER that Petitioner's motion for reconsideration is granted, in the sense that the Court examined the allegations made by Petitioner in his motion; ORDERED that the Petition for a Writ of Habeas Corpus is DISMISSED, W/PREJUDICE, as time-barred; that the Court reiterates its previous conclusion that no certf. of appealability will issue; that no OTSC or leave to file another motion for reconsideration will issue, since Petitioner's instant motion for reconsideration verified that such OTSC or such leave would be wholly superfluous; that the Clerk shall serve a copy of this Memorandum Opinion & Order by regular mail U.S. upon Petitioner; that the Clerk of the Court shall close the file on this matter..
